Trump’s Rescissions Would Complete the Decimation of U.S. Global Health Leadership

WASHINGTON, D.C. — President Donald Trump is preparing to send Congress a rescission package that would cancel $9.3 billion in already-appropriated funds — stripping support from the State Department, USAID, and critical global health and humanitarian programs. Trump’s demand would accelerate the dismantling of lifesaving initiatives — with devastating consequences for millions.

Peter Maybarduk, director of the Access to Medicines program at Public Citizen, issued the following statement:

“President Trump’s rescission demand is an immoral, cruel and counterproductive attempt to cancel lifesaving programs that will cost lives in poor countries – and jeopardize those in the United States, as well.

“At USAID and the State Department, Trump’s proposed cuts would further gut global health efforts — potentially including programs that deliver lifesaving vaccines, expand access to HIV treatment and prevention, and combat many life threatening diseases. These investments save lives, stabilize regions, and reduce the risk of deadly diseases crossing borders. Mass displacement and deadly outbreaks have already strained global health systems. Trump’s proposed cuts would further devastate vulnerable communities, accelerate the collapse of critical programs, and leave Americans far less safe. They would also betray decades of bipartisan commitment to global health and human rights. 

“This is a reckless demolition of America’s role in the world. It would deepen human suffering, further erode U.S. credibility, and cost more lives — globally and domestically.

“Congress must act immediately: reject Trump’s rescission package in full and uphold America’s commitments to global health and humanitarian assistance.

“The stakes could not be higher. This is a fight for human life and the soul of American leadership.”
