Public Citizen Comment to HHS on WHO Pandemic Accord
Public Citizen submitted comments to the U.S. Health and Human Services Department Office for Global Affairs regarding the “Implications of Access and Benefit Sharing (ABS) Commitments/Regimes and Other Proposed Commitments Being Considered Under a WHO Convention, Agreement or Other International Instrument on Pandemic Prevention, Preparedness and Response.”
The submission highlights recent U.S. policy developments that should inform its negotiating positions in the Pandemic Instrument. The comment then highlights existing U.S. authorities that provide a path for stronger equity commitments in the Instrument. The comment additionally addresses prompts regarding Articles 9, 10, and 11 on R&D, sustainable production, and transfer of technology and know-how.
