October 14, 2026

Chairman Michael S. Selig
U.S. Commodity Futures Trading Commission
Three Lafayette Centre, 1155 21st Street NW
Washington, DC 20581

Dear Chairman Selig,

I have served as a member of the Commission’s Energy & Environmental Advisory Committee for more than 15 years.[1]

Section 2 of the Commodity Exchange Act states that the Energy & Environmental Advisory Committee “shall hold public meetings . . . not less frequently than 2 times per year.”[2] Since the Committee has not met since May 28, 2025, the Commission is not in compliance with the law.

I am therefore requesting that a meeting be scheduled as soon as practically possible, as there are numerous pressing matters requiring the Committee’s attention:

  • It is widely reported that the Commission retracted a study of billions of dollars of suspicious oil trades made minutes before a market-disrupting social media post by President Donald J. Trump.[3]
  • War-related upheaval continues to significantly impact U.S. commodity markets, and exacerbate the energy affordability crisis experienced by America’s working families.[4] The Committee is poised to provide the Commission with valuable insight and perspective on these issues to assist it in ensuring end-users have access to well-functioning markets.
  • The Commission’s consideration of expanding oil trading to 24 hours a day, 7 days a week presents significant challenges to market integrity.
  • Whether allowing prediction markets to offer core energy commodity contracts[5] is aligned with the Commodity Exchange Act and the public interest, and similar concerns about prediction market offerings of extreme weather related products.[6]
  • The need to examine whether the Commission’s approach to implementing position limits to address excessive speculation requires modifications.
  • Assessment of the credibility of voluntary carbon markets, and the Commission’s ongoing investigation of their integrity.[7]

Thank you for your prompt attention to this request.

Respectfully submitted,
