Case Description: 

In June 2017, George E. Clark, Ph.D., an environmental research and Harvard University librarian, requested emails between EPA Chief of Staff Ryan Jackson and 20 other specific individuals for a period of less than five months. EPA denied Dr. Clark’s request for purportedly failing to reasonably describe the records Dr. Clark sought. Public Citizen represents Dr. Clark in this suit arguing the denial of his request on this basis was unlawful.
