Texas Must Investigate Musk’s Grok Over Reports of Sexualized Images

The chatbot developed by Musk’s xAI has reportedly created AI-generated sexualized images of women and children

AUSTIN, Texas – Public Citizen today called for Texas authorities to investigate Grok, an artificial intelligence chatbot developed by Elon Musk–owned xAI, following press reports that the tool has generated sexualized images, including images involving children, in response to user prompts.

Grok is integrated into Musk’s social media platform X (formerly Twitter), making it widely accessible to users.

“If reports that Grok created sexualized images — particularly of children — are true, Texas law may have been broken,” said Adrian Shelley, Texas director of Public Citizen. “Texas authorities do not have to look far to investigate these allegations. X is headquartered in the Austin area, and the state has a clear responsibility to determine whether its laws were broken and, if so, what penalties are warranted.”

The Texas Legislature has, in recent years, passed several bills to protect the public from the misuse of AI, emphasizing the protection of women and children because they are the most likely to be the target of a sexualized image created with the help of AI and without consent.

The bills passed by the Texas Legislature include HB 581. Signed into law by Gov. Greg Abbott in 2025, the law assigns civil liability to the operator of the website or application used to create deepfakes of minors.

The Wall Street Journal and other news outlets have recently reported that Grok was complying with user requests to create nude and sexualized images of real people. Multiple countries are already investigating Grok, including some that have suspended the chatbot and others that are considering a ban.
