Amit Narang, a regulatory expert at the left-leaning Public Citizen, explained to Morning Shift that by establishing the policy under an “interim final rule,” CBP can put the change into effect without going through a public comment period. The agency can still collect public comment after the rule is in place, Narang said, but “it’s not a given” that CBP will use those comments to make any changes. More from POLITICO here.
