Activist Scott Presler Violated Pennsylvania Election Law, New Complaint Alleges
WASHINGTON, D.C. — Public Citizen has filed a complaint against conservative social media influencer and activist Scott Presler and his political action committee, Early Vote Action (EVA), for failing to file and disclose the sources and expenditures of their campaign spending with the Pennsylvania Secretary of State. Over the course of the 2025 judicial election cycle, Presler and EVA undertook a paid ground and advertising strategy to unseat Pennsylvania Supreme Court Justices Christine Donohue, Kevin M. Dougherty, and David Wecht.

Throughout 2025, Presler openly bragged on FoxNews and X about his organization influencing the Pennsylvania election and spending significant sums to push voters to “Vote No” in specific opposition to these candidates. Despite routinely speaking about the importance of individuals following election rules, neither Presler nor EVA appear to have filed campaign finance reports in Pennsylvania.
Presler had previously neglected to file required federal lobbying disclosure records, resulting in Public Citizen filing a complaint against Presler on March 13, 2026, for failing to register and disclose his lobbying activities at the federal level under the Lobbying Disclosure Act.
“Pennsylvania law clearly states that election spending must be disclosed and reported,” said Craig Holman, a government ethics expert with Public Citizen who submitted the complaint. “Mr. Presler and his PAC have repeatedly neglected to disclose the sources and expenditures of their campaign spending in direct violation with Pennsylvania law. The integrity of our elections depends on individuals and organizations following the law.”
