
Rachel Black
Senior Legal Strategist, Climate Program
Rachel Black (she/her) is the senior legal strategist with Public Citizen’s Climate Program. She is a focused and passionate attorney with fifteen years of experience in strategic litigation. Before joining Public Citizen, Rachel successfully advocated on behalf of hundreds of clients, often achieving previously unattainable resolutions in criminal and civil matters. Rachel also served as a criminal law expert internationally, helping develop the capacity of legal service providers in emerging democracies.
Rachel also excels at complex investigation. As an assistant district attorney in the Philadelphia District Attorney’s Conviction Integrity and Special Investigations Unit, she prosecuted high level police officials for crimes ranging from rape to aggravated assault, and conducted numerous proceedings before investigative grand juries. In private practice, she handled a broad range of matters, including complex wire fraud cases requiring the review of hundreds of thousands of documents. She is licensed to practice in New York, Pennsylvania, and the Southern District of New York.
