Wendy Liu (she/her) is an attorney at Public Citizen Litigation Group, where her practice areas include open government, administrative law, consumer law, and access to courts.  Wendy joined Public Citizen in 2021.  Before joining Public Citizen, Wendy was an associate at Robbins, Russell, Englert, Orseck, Untereiner & Sauber LLP, where she represented clients in trial and appellate litigation in federal and state courts.  Previously, Wendy clerked for the Honorable Martha C. Daughtrey of the U.S. Court of Appeals for the Sixth Circuit and the Honorable Valerie E. Caproni of the U.S. District Court for the Southern District of New York.

Wendy received her law degree from New York University School of Law and undergraduate degree from Princeton University.  Wendy is a member of the bars of the District of Columbia and New York and is admitted to practice in multiple federal courts.

In connection with her practice, Wendy has testified before Congress. She also has appeared on CNN, PBS NewsHour, and NPR Morning Edition, and has been quoted in publications including The Washington Post and USA Today.
