Virginia v. Hicks

Kevin Hicks challenged the City of Richmond’s policy of prohibiting the public from walking on the streets and sidewalks adjacent to public housing as unconstitutionally over-broad and vague. In the U.S. Supreme Court, Public Citizen served as co-counsel. The Court, however, decided in favor of Virginia.
