Luis Ramírez-Martínez

Research Director

Luis C. Ramírez-Martínez is the Research Director of Public Citizen’s Global Trade Watch. He develops and implements GTW’s research agenda covering trade law, policy, and globalization issues. An international economic law practitioner and trade policy expert, he works at the intersection of trade, investment, and development. With over 14 years of experience, including at the Colombian Ministry of Trade and in Colombian and U.S. law firms, he has advised on WTO law and disputes, trade remedies, free trade agreements, labor issues and more. Ramírez has provided more than 200 legal opinions on Colombia’s 15 FTAs and was appointed negotiator of its FTAs under the Pacific Alliance with Australia, Canada, New Zealand, and Singapore. He teaches at Colombian universities, speaks at conferences, and writes articles and op-eds. He holds an LLM in International Law from The Fletcher School of Law and Diplomacy at Tufts University and a Master of Laws from Universidad Sergio Arboleda, Lawyer (J.D), Pontificia Universidad Javeriana.
