Offshoring and Government

On the federal, state and local levels, the next step in the privatization and outsourcing of government work has been the offshoring of service and technology contracts. Taxpayer funds are paying for these offshored services. Thus, in policy terms, at issue is a procurement policy problem related to the qualifications of suppliers (who can get these contracts), and what are called "technical specifications" of the service for which a contract is offered (i.e., what terms are set for the service being sought).
