The Texas Ethics Commission will be undergoing "Sunset Review" in the 2003 session of the Texas Legislature.  Public Citizen has as an eight-point reform plan:

1. Tougher enforcement: with required random audits, rights to initiate investigations, subpoena records and interview witnesses
2. Full funding, based on fees
3. Adequate and rapid electronic disclosures
4. Limits on the source and amount of campaign contributions and the amount of loan and guarantees
5. A review of conflicts of interests
6. Tightening up on lobby-paid trips
7. A requirement that they recommend salary increases at least once each ten years
8. Biannual report to the legislature to recommend reforms
