This study, Industrial Upset Pollution: Who Pays the Price?, is the first to examine the impact of unpermitted air emissions on both human health in Texas and on healthcare costs to the state’s taxpayers. This study also evaluates the role of the Texas Commission on Environmental Quality (TCEQ) in protecting the state’s residents when polluting industries far exceed the emission allowances in their permits through emission events, otherwise called “upsets.” Report written by Beth O'Brien, August 2005.
