Until this year, cigarettes were among the least regulated of any major consumer product. Now, two of the country's three largest cigarette makers, along with several smaller tobacco companies, are suing the Food and Drug Administration, saying that a new law giving the agency authority over tobacco products goes too far in regulating how tobacco companies market their products.
