Attorney's Fees The question presented is whether an attorney fee awarded under the Equal Access to Justice Act in an in forma pauperis Social Security case is invariably and as a matter of law property of the plaintiff subject to offset based on the plaintiff’s debts to the federal government, without regard to any property rights of the attorney in the fee.
