* Medicare Prescription Drug Legislation (H.R. 1): This was a procedural vote to cut off debate so that the Senate could proceed to final passage of the Medicare conference report negotiated with the House.   Opponents objected to the legislation because it offered an inadequate prescription drug benefit, failed to include any measures to rein in skyrocketing prescription drug prices, and provided drug coverage through insurance companies and managed care plans, rather than through the traditional Medicare program as hospital and physician coverage is currently provided. Passed 70 Yea to 29 Nay.
Public Citizen Vote = Nay (symbol on the chart).

** Energy Bill (H.R. 6): Senate Republicans filed a cloture motion to end debate on the Conference Committee Energy Bill. The Energy Bill contains tax breaks, subsidies, and loan guarantees for oil, coal, gas, and nuclear companies, who are also major campaign contributors to President Bush. Majority Leader Frist changed his vote in a procedural move in order to bring the bill back to the floor for another vote. Failed 57 Yea to 40 Nay.
Public Citizen Vote = Nay (symbol on the chart).
