The Statement of Peter Fisher, Assistant Secretary of the TreasuryIn November 2001, Assistant Treasury Secretary Peter Fisher received a call from former Treasury Secretary Robert Rubin in which Rubin asked Fisher to contact credit rating agencies to prevent a downgrade of Enron’s investment grade. Fisher declined to do so. These documents consist of twelve heavily redacted pages of scribbled notes—presumably Fisher’s, taken during the phone call—followed by a vetted version of the phone call, which consists of only two paragraphs. One of the only legible sentences left unredacted in Fisher’s notes reads, "Whatever you tell me will stay with me and [Secretary] O’Neill until threat of subpoena."
