Cancun WTO Ministerial 2003The Fifth World Trade Organization (WTO) Ministerial took place in Cancun, Mexico from September 10-14. The developed nations, known as the QUAD (U.S., European Union, Japan and Canada), attempted to use the Cancun Ministerial to push a global agreement on agriculture and investment. The growing frustration among developing countries led to the formation of a new coalition of 21 developing nations (G20+) who resisted the pressure and refused to go back to their citizens with another showdown for the QUAD. This face-off resulted because of the growing discontent with the undemocratic process. Unable to pressure the new G20+ coalition for additional concessions, the negotiations broke down on the last day to the cheers of civil society representatives, including Public Citizen. The Cancun Ministerial clearly exposed the fundamentally flawed decision-making process in WTO. The negotiations utterly failed - the WTO was unable to even choose the next venue for further negotiations. The failure of the meeting was yet another showcase of the growing legitimacy crisis in the WTO.
