Performance MeasurementThe White House Office of Management and Budget (OMB) began, during the Bush administration, to grade programs using its new Program Assessment Rating Tool (PART). OMB budget officers use the one-size-fits-all PART rubric to grade programs, with numerical scores from Yes/No answers to fixed, generic questions leading up to a 5-grade system. The White House has used PART evaluations both to justify politically-driven, predetermined budget decisions and to send management signals that distort agency priorities.
