Federal Safety StandardsNTHSA, in response to the Transportation Recall Enhancement, Accountability and Documentation (TREAD) Act of 2000, issued a notice of proposed rulemaking (NPRM) on May 1, 2002 in which it consideres a number of revisions to the Federal Safety Standards for child restraint systems (FMVSS No. 213) including proposals for incorporating improved test dummies and updated procedures used to test child restraints, new or revised injury criteria to assess the dynamic performance of child restraints, and extension of the standard to apply it to child restraints recommended for use by children up to 65 pounds. Public comments on this NPRM were due July 30, 2002. NHTSA has yet to finalize this regulation. An advance notice of proposed rulemaking (ANPRM) May 1, 2002 addressed side-impact issues, including the development of a side impact protection standard for child restraint systems.
